The Rats are Guarding the Cheese

"Fannie Mae Has Loss, Seeks $8.5 Billion In U.S. Aid
The government rescued Fannie Mae and sibling company Freddie Mac in September 2008 to cover their losses on soured mortgage loans. It estimates the bailouts will cost taxpayers about $259 billion."

This reminds me of a relationship between a junkie and a dealer except I don't know if the junkie is the government or Fannie Mae.
